Social Empowerment Hub presents the new research publication developed within the European project YW4offenders – From the margins: Introducing youth work to treatment of youth offenders. The publication explores how youth work methodologies can complement existing juvenile justice interventions and create meaningful opportunities for personal development and social inclusion.
Drawing on literature and legal analysis, as well as findings from the project’s three study visits in Greece, Portugal and Serbia, the publication provides a comparative overview of national systems and examines the potential for youth work in both institutional and community-based settings.
From Juvenile Justice to Personal Development
One of the publication’s key messages is that young people should not be defined solely by their actions. Rather, they should be recognised as individuals at a crucial stage of development, with the potential to change, build their skills and create new prospects for their future.
In this context, youth work can complement education, social protection and juvenile justice interventions through non-formal learning, supportive relationships, active participation and youth empowerment.
Employability as a Pathway to Social Reintegration
The publication places particular emphasis on developing skills that support participation in education, vocational training and employment. Communication, cooperation, problem-solving, initiative and self-management are important competencies that can help young people become more independent and access new opportunities.
It also examines the role of youth work at different stages of the juvenile justice process, from diversionary measures as alternatives to formal judicial proceedings to educational interventions and support following release. Furthermore, it highlights the importance of cooperation between relevant institutions and civil society organisations to ensure continuity of support and responses tailored to each young person’s needs.
Building a Shared European Approach
The publication provides the foundation for developing the YW4offenders youth work programme, which will focus on employability and be suitable for implementation in both community-based and institutional settings. Its findings will inform the development of the programme curriculum and practical tools to support professionals in its implementation.
